Is there any logic to this style of design (brutalism)?


I often see websites on places like Awwwards and Dribbble that look like this: https://dribbble.com/shots/9237363-Understanding-ourselves

While I understand they're impractical on the whole, I'm curious if there's any logic or reason to it. Like they put all the text where they did or the images are scattered like that for specific reasons, etc. Or is brutalism literally about making the stupidest shit look coherent?
